BUG: draft a CONTRIBUTING.md document

Work with the rest of the SELinux community and draft an initial CONTRIBUTING.md document. I would suggest using the existing SELinux userspace document as a starting point.

Is your intention here a CONTRIBUTING.md for the documentation repo specifically or for the SELinux project in general?

Just for this repository. Due to the nature of the different projects that fall under the SELinuxProject GH org umbrella I think an org-wide contributor document will be difficult, and not very necessary to be honest.

My comment about using the userspace CONTRIBUTING.md was intended only as an example that could be used to jump start development of this repo's own CONTRIBUTING.md document.
