Convert absolute external links to cross-project references

There are many links to openusd.org that use absolute URLs. This is fine, but if pages or anchors are ever removed, we will end up with broken links. Sphinx validates [cross-references](https://myst-parser.readthedocs.io/en/latest/syntax/cross-referencing.html) so we have some confidence that the links are working.
