There is the active / inactive opacity values, then there are window rules to override them for specific apps.
SUPER + SHIFT + E Is the short cut to bring up the various configuration files. You can comment out all the windows rules for example.

Under decorations are the basic border colors opacity, etc

And under Windows Rules the opacity overrides
