Describe the bug
When generating an abb package through Bubblewrap, The output comes out as:

-AndroidTargetSDKVersion = 35
-Google Play Billing Library < 8.0.0

To Reproduce
-Generate a package
-Upload to Google Play Console
-See the errors

Expected behavior
-Package should target API version 36
-Google Play Billing Library >= 8.0.0 (9 recommended)

Hi, the title states "API Version: 16".
Should be 36.
