This PR aligns the Azure Portal deployment templates (portal/template.json and portal/form.json) with Bicep v0.1.4, achieving approximately 98% feature parity. The work includes implementing brownfield deployment support, adding VM maintenance configuration UI, and fixing three critical production bugs discovered during comprehensive deployment testing.

Problem:
Deployment failed with error: "Enabling Analytical Storage during account creation is no longer supported"
Root Cause:
Azure made a breaking API change in Microsoft.DocumentDB provider - analytical storage can no longer be enabled at account creation time.
Solution:
Removed "enableAnalyticalStorage": true from Cosmos DB resource definition.

Problem:
4 role assignment deployments failed with error: "The resource namespace 'aiailztest01ieq4' is invalid (InvalidResourceNamespace)"
Root Cause:
AI Foundry wrapper deployment outputs only the AI Services name (string), not the full Azure resource ID. When this name was used directly in role assignments, Azure interpreted it as a malformed resource namespace.

Problem:
Deployment failed with error: "The scopeId '/subscriptions/.../resourcegroups/rg-ailz-test-01' is not supported! Supported scopes are subscription id or resource id"
Root Cause:
ARM templates have a fundamental limitation - subscription-scoped resources cannot be deployed from a resource group-scoped deployment context, even with nested deployments. Microsoft Defender for AI and Key Vault require subscription-level scope.
Attempted Solutions (All Failed):
- Removed
subscriptionIdproperty → Still failed with scope error - Added
subscriptionIdback → "ResourceGroup property must be specified if SubscriptionId property is specified" - Removed
