Readthedocs is not populating Usage

The usage section is blank instead of showing the doctring-based function docs.

Fixed generation but API autobuild still does not work either locally or remotely.

This issue is that down the line Sphinx does not read in decorated functions. I found a fix for this which still throws errors in the autodoc logs but seems to work when building the docs locally.

Although the local build works, ReadtheDocs is not. RTD uses Py39 with some specific env which differs to that I am using locally. I'll delete my local env and start from scratch when I have got time.
