Config tab menu issues

In the latest version 1.383 while in the config tab/ planner the bottom settings are not viewable when the windows size is at maximum and can be visible when it is resized manually

The minimum screen size to make it work is 1280x800 at 100% screen scaling. Anything smaller than that (adjusted with the scaling) will cause issues on this screen

Its' because the 2 checkboxes "Mavlink Message Debug" and "Testing Screen" are with bottom anchor.
We could put them at the end of the list instead.
